Updates to the EU Cosmetics Regulation (EC) No. 1223/2009

The European Commission has published the following updates to the European Cosmetics Regulation (EC) No. 1223/2009.

Manufacturers, distributors, and Cosmetic Products Responsible Persons should consider the impact of these changes to cosmetic products which they are making available on the Irish market. Special attention should be given to the applicable dates stated within each amendment.

Commission Regulation (EU) 2022/2195

Commission Regulation (EU) 2022/2195 was published 10 November 2022. This amends Regulation (EC) No 1223/2009 as regards the use of Butylated Hydroxytoluene, Acid Yellow 3, Homosalate and HAA299 in cosmetic products. It also corrects the Regulation as regards the use of Resorcinol in cosmetic products.

Commission Regulation (EU) 2022/1531

Commission Regulation (EU) 2022/1531 was published 15 September 2022. This amends Regulation (EC) No 1223/2009 as regards the use in cosmetic products of certain substances classified as carcinogenic, mutagenic, or toxic for reproduction and corrects that Regulation (CMR Omnibus V).

Commission Regulation (EU) 2022/1181

Commission Regulation (EU) 2022/1181 was published 8 July 2022 and amends the preamble of Annex V to Regulation (EC) No 1223/2009 (formaldehyde releasers).

Commission Regulation (EU) 2022/1176

Commission Regulation (EU) 2022/1176 was published 7 July 2022 and amends amending Regulation (EC) No 1223/2009 as regards the use of certain UV filters in cosmetic products (Benzophenone 3, Octocrylene).
